A member with a product role in an owning organization of the pull request — one whose task published or reviewed it, or with a project on its repository — may call it, while they keep GitHub access to the repository. A closed or merged pull request is a 422 pull_request_closed, a repository no project is connected to a 422 project_required, and a project with no review actor a 409 pr_review_actor_required.
