Made through the authenticated caller's own GitHub identity, so GitHub judges their permission and a refusal surfaces as 422 with GitHub's message. Idempotent by GitHub state. 409 github_identity_required when the caller has no connected GitHub identity. The mirror records the pull request GitHub answers with, so the next read of the pull request reflects the change before its webhook arrives.
